Merged Divided Road not combing all lanes of highway

Question

Hi all I am sure I probably am just not understanding something about the tool, but I have a highway road layer with lines for each lane for both north and south. I would like to combine each lane line by their direction. So that there will be a centerline going northbound for instance and a centerline going southbound. We have established the following characteristics for their merge fields and roach character fields. I have attached a zip of some test data I am using.

Merge Field:
0=Ramps
1= lanes

Road character:

2=Ramps
1=Lanes

understandable on the reluctance main issue is the lanes are not combining no matter how much or little I set the distance and when they do there is a stray one. I can try to get you a screenshot tomorrow. I mainly just dont know if I am setting this up right or not.

What's the issue you're experiencing?

Bit reluctant with zipfiles, so if you can share a screenshot if possible also.
