Wishing to merge 2 overlapping raster DEM's of the same resolution (comprising positive and negative elevation attributes) with all the cells in one of the raster layers dominating over the abutting raster. Tried Mosaic to New Raster but this does not accept negative bathymetry cell values.
are there nodata areas? or areas were elevation/depth is zero?
If there are nodata areas, you could convert them to 0 and add the rasters together, assuming the extent, cell size and alignments are the same

The extents are different but there is alignment. There are no nodata cells. The layer I wish to dominate is completely surrounded on all sides by the secondary layer (green in image). The negative values in the green layer are defaulting to zeros in the resulting merged raster.
