Manage Tile Cache stuck at 100%

I have been trying to create a .tpk file to be able to use offline in Unity, but the geoprocessing tool is stuck at 100% and won't finish. The "Demo Cache" folder that I am creating is steadily increasing in file size, and I have seen it do so for over 4 hours in one of the attempts I have made, from around 40 MB to over 200 MB at some point, if that is relevant.

I am doing this in the ArcGIS Pro free trial. The input data source I am using is from the drop-down list which says "[ELEVATION_SURFACE_LAYER]" as this is the only one it seems to accept as valid.

I realize I am quite in over my head on this and am probably doing multiple things wrong. My goal is to be able to use 3D map data in Unity with the ArcGIS maps SDK. Any help would be greatly appreciated.

Does the computer you are using for this process at least meet minimum requirements?

If this process is memory intensive you may need a computer well above the ArcGIS Pro minimum requirements.

Hi, thanks for the reply.

The computer I am using has an i7 150U CPU with 10 cores, 16GB DDR4 RAM, and an Nvidia MX570A GPU with 2GB GDDR6 RAM. 

The minimum system requirements page says 4GB RAM GPU is recommended. But surely this does not mean that the process can take over 4 hours?

The GPU usage in task manager does not go above 10%, in fact, the tile caching progress reaches 100% in a few seconds. It is a rectangular area of about 8km x 4km that I am trying to cache. The maximum scale I have chosen is 70.5310735 as shown in the image. I have tried reducing the maximum down to 4513.988705 and had the same result - it's stuck at 100% for hours.

EDIT: 
Some additional info - I am using "World Imagery" as a 2D layer, which spans the entire globe. But I clipped the map by this process: Right click (scene name) > Properties > Clip layers > Clip to a custom extent
Is the geoprocessing tool trying to cache the entire planet even though I have clipped the map?

I have the same problem with Manage Tile Cache stuck while Generating tiles for level 18 of 23 stuck at 100%. I am using NAIP imagery clipped in a mosaic dataset for a small area. This process runs quickly for the same mosaic dataset ArcMap 2.8 (lucky still have a version working). The Forest Service runs ArcPro in a Virtual Data Interface with servers located somewhere in the cloud.
