Make label polygon symbol centered at the top of drawn polygon

I am trying to make a label polygon symbol centered on the top of a polygon on the map.

This can be done easily in the actual symbology in ArcGIS Pro. In the layer pane of Pro you just tell the marker where to anchor and that's it.

The label shape marker has been difficult to make the same changes. I have made a symbol in the Text fill symbol window and made a shape marker in there. In the Format Embedded Polygon Symbol window, I changed the Position area of the layer to anchor at the top of the polygon but it is only changing a within the the middle range of the polygon. If I choose to change the layer labelling placement to Boundary placement, and make all settings to be centered, it just picks a place on the far right of the polygon. Nothing that I changed in the settings to make the shape marker go to the center of the top of the polygon, has worked.

Any help would be appreciated.

The paw picture is what I want, the bottom picture shows what is happening when I put the label on the boundary with all of the possible options at center.

Here are some settings you can try.

First configure the label's Symbol settings.

1. Add a simple line callout to the label and format the Leader line symbol.
2. In the Structure tab of the Format Embedded Line Symbol pane, add a symbol layer and choose Marker layer.

3. Delete the default gray Stroke layer leaving only the Marker layer.
   • 
4. Switch to the Layers tab and edit the Marker layer properties to use your desired (paw print) symbol.
5. Configure the Marker Placement settings to place the symbol upright at the end of the leader line.
   • Placement: At extremities
   • Angle to line: Not checked
   • Extremities: At end
   • 
6. Go back to the main label class pane Symbol tab. In the Appearance section, change the label's color to No color so only the paw print symbol displays.

Now that the label's symbol is set up, configure the Maplex label Placement settings so the leader line symbol places on the line at the top of the polygon shape.

1. In the Position tab, choose Regular placement, with Horizontal around polygon style. Change Preferred offset to 5 points.

2. Change the External zones to only allow placement at the top of the polygon. 
   • Set the top zone to highest priority (1), and block all other zones with a zero.
   •  Set the Leader line anchor point to place on Closest point on the polygon outline.
