Layout rotated, annotations not...

AGP 2.4.3

Hi, I have a layout with a -25 deg rotation. I can get labels to display horizontally, but not annotations (without modifying each angle). Is there a setting/option I'm missing to improve my mapping? There is a fair amount of customization that will be needed to many labels, so I'd prefer annotations.
