KML Ground Overlay to mosaic

I'm trying to load this KML into Arcgis PRO

When I use the KML to Layer tool, and select "include ground overlay" it places the photos on the map in approximate location, but their orientation is off. 

It's as if ArcGIS is only using one vertex rather than all 4 to display it. Does anyone have any recommendations or work arounds for opening KMLs as mosaic datasets?
