Is it possible to change the font and color of county names listed on the map in ArcGIS Pro 3.1.0?

We need to change the text font and color of the county names listed on the map to different color (from gray to Black) to be color blindness compliant. Any suggestion, how to do that?

Simple labels can work too
Bring in a county later that has names bas attributes
Make the boundaries themselves hollow with no outline if you just want the names to show
Then play with the labeling properties

If you have the County data as a layer in your map you should be able to have full control yourself - https://www.census.gov/geographies/mapping-files/2024/geo/bas/2024-bas-shapefiles.html 

If you are receiving the County boundaries via a base map or other online source, you will likely have much less control over the colors.

The county data and names are via the base map where we just added our metadata to select our required counties and needed those names bolder and more readable.

I would go with annotations then and turn off the basemap labels if need be

There are a few sources for county boundaries so its not clear exactly what data source you are using. Some provide the user with full control over labeling, etc.

Since you are dealing with creating products for color blind users, check out the Color Vision Simulator found under the View tab -> Accessibility group. It was introduced at 3.0.
