Incorrect time showing in Portal when editing date/time field in Pro

Hi all,

I have a water main break layer published from an Enterprise SDE to portal. My local time zone is Eastern Time (which is UTC-5). I pulled the feature service from Portal into Pro to do some editing. I edited the Date and Time of call, but for some reason, only one record is a single hour off in Portal from what I entered in Pro. It's not the UTC conversion, because that's a 5 hour difference. The first two records came in just fine at the correct time. I'm so confused. 

What I see in Pro (3rd record says 3:15):

Here are the date/time settings of the Portal service:

Could this have something to do with daylight savings? I'm just confused why the other 2 records are showing as the correct time, but the 3rd record is the only one that is off by an hour.

I experimented with turning off the "adjust for daylight savings" setting, but it is still only adjusting the 3rd record by 1 hour. 

I also found out that if I create a new point in a WAB application from Portal, that it will record the proper time and not adjust by 1 hour. However if I create a new point in Pro, it WILL adjust the time by 1 hour.
