I'm looking the National Land Cover Data set  (NLCD) that is not an Image service but a dynamic shape file, can someone let me know where I can find this?

A format in which I can interact with, export ,view tables and ect.

Okay, a feature service, probably a polygon feature service most likely derived from the imagery.

You can also look into creating the data yourself from the raster layer with the Raster to Polygon tool.
