How to persist the ArcGIS Pro Navigator tool

I use the Navigator tool in every map with every interaction.  How can I force the Navigator tool to persist on my Map window once it has been added.  It sounds petty, but it is annoying and time wasting to have to add it every time I re-open ArcGIS Pro.

Do you the one... Project (backstage), Options, Navigation, On screen navigation, Show navigation when opening 2d views (None, heading, Full Control)
