I am working on a map, and I need to create mile rings (i.e., rings that are one mile apart, and rings that are 100 miles apart), but I cannot figure out how. The only online tutorial I have found involves an earlier version of ArcGis Pro.

Are you trying to create a 1 mile buffer around features? Take a look at the following help document on the Buffer tool:

or do you require distance as travelled via a road... which would be called a 'service area' and would require the Network Analyst
I am trying to create buffer rings around a central point in my map. However, every tutorial I find starts with using a center point as my Input Feature. However, I cannot find the center point when I click the drop down menu on Input Feature box.
You have to already have the point created, or you have to create the point initially.
The central point, refers to the center of the buffer, it can be any pre-existing point that you want to use to get buffers around

Drop your point or points and then run the tool with your chosen parameters.
