How to copy rasters from geodatabase to another

1. In ArcPro open both a catalog Pane and Catalog View
2. Open the source in one the target in another
3. Select all the rasters in the source
4. Drag and drop the source rasters to the target rasters

Are your rasters contained in a geodatabase as opposed to files on a local drive or a network share?

Are you using Image Server to serve out your imagery?
