how to change render order of multisymbol styles for lines

I'm not sure how to ask this question, so if there are some keywords I can use to serach the forums let me know, but reading past questions didn't lead to any solutions.

I have a feature class of lines and I'd like the style to be a white line with a black outline. In another program I use, I'd create two symbol layers, a narrow white line and below that a slightly wider black line.

The problem is that in ArcGIS Pro, it creates really ugly caps at the end of every segment (see the picture below). There are quite a few curved lines with multiple points in our final product and it looks quite unattractive. Is there a way to either turn off the caps or change the rendering so that it first draws all of the black underlay and then all of the white overlay, instead of what it is currently doing, which is drawing each segment individually and stacking them on top of each other?
