How to assign a single ID number to two separate polygons (regions?)

I want to assign a single ID number to two separate polygons. with the result being a single row of data for two polygons.  I think this used to be called Regions in Arcmap.

I just cant find the function in ArcGIS Pro.

It is normal in tax parcel mapping to have two or more parcels with a single owner but where the parcels are not contiguous; say separated by a road.

So you want to create a multi-part polygon?

Yes, this looks like the new name for the function of " features are composed of more than one physically separated part and only reference one set of attributes. "

The Dissolve tool is the solution.  It creates a single record the includes two separate, non-adjacent polygons.
