How do I lower the size of a 3d symbol? I have a map of proportionate population values

I have a state with a point on each city in the state with population values tied to it. I want to make this a 3d map that has cylinder height proportionate to population size. The top city is too tall and the smaller cities are not very tall. How do I adjust this??
