How do I Change the Color of the City Fonts Contained in the Basemap?

I have not been able to figure out how to change the color of the cities that come within each default basemap. I am using Arcgis Pro. For instance, I have been using the Dark Gray Canvas, and the default color of the city fonts are white or light grey and I am looking to change the font to a darker color. 

Any help would be appreciated. Thanks.

If you're using the standard basemap, that cannot be customized because the tiles are just images.
