How can I integrate state land record portals (like Bhoomi) with ArcGIS for cadastral mapping in India?

I’m working on a project related to digitizing land records and visualizing cadastral data for Indian states, specifically Karnataka’s Bhoomi system.

I'm exploring how to:

  • Overlay cadastral maps from state Bhoomi portals onto ArcGIS

  • Use shapefiles or WMS layers (if available) from government sources

  • Ensure alignment with India’s EPSG codes and coordinate systems

Has anyone here integrated state-level land record systems with ArcGIS?

Appreciate any tips, examples, or tools that could help with syncing Bhoomi data with GIS platforms.

Sounds like a great project! The website that you posted looks very nice and well done, as someone in the US, I can understand the point and what the goal is!

From what you're mentioning, this is definitely possible. I don't have access to the Bhoomi records myself, but if you do, this is how I'd approach it:

  1. If the data is frequently updated (once a week or more frequent) I would choose a network data source to pull the changing data, otherwise if it is monthly or yearly, I would attempt to find a shapefile to load in.
  2. In ArcGIS Pro, I would download the shapefiles or connect the online service, and make one map with multiple layers, or multiple maps with few data sources so your desired viewers can have choices.
  3. In ArcGIS Pro, you can choose the spatial reference of the map and align that with the EPSG and coordinate systems that you would like!

I have created a state-level record system, more relating to fiber optics, but performed these actions above myself as well.
