From State Plane projection to UTM Zone 13N Question

Hello GIS friends whereever you are !

I have an issue with this DWG file that tells me it is in 

NAD_1983_StatePlane_Colorado_Central_FIPS_0502_Feet however, it is showing up in 

North Iowa .

How can I change this projection back to NAD 1983 UTM Zone 13N (26913) 

What is the procedure for this since the State is actually in feets and our projection is in meters ?

You may try Define Projection or  Project or a combination of both Projections and Transformations tools.

The following articles can be useful:

Identify the spatial reference, projection, or coordinate system of data

Data does not line up when the correct datum transformation is applied

I have been really busy with other project but I do have a question for you .

The dwg we have is from a Autocad person.

So When I add this dwg to my Pro and it ends up in North Iowa.

However, the Projection and the Extent do not make any sense to me

The Problem it was assigned to :

Projected Coordinate System NAD 1983 StatePlane Colorado Central FIPS 0502 (US Feet)
Projection Lambert Conformal Conic
WKID 2232
Previous WKID 102654
Authority EPSG

My only simple question is how do I change the extent of the Top, Bottom, Left and Right to the Boundary Box of the Area of Interest rather than to have change or assigned to the Projection for that area ?

The intend to the area of Area of Interest (Shown here in box )

Since it is in DWG file and there is no way to change the boundary to the Area of Interest ( black box), I am aware that I have to use the CAD Data menu and georeference it and assign a new world file.....

Can you help me understand how it works ?  I  googld  about DWG that has in the wrong location and how to assigned them...  

Also, I change the coordinate system in the Map Properties to Unknown and it ends up in near Mecca, Saudi Arabia .
