Force each layer's labels to stay when Zoom in or Zoom Out ?

Hi friends from wherever you are from,

I worked on these layers to show each layer that I wanted to create a callouts but the problem is when you zoom in and zoom out it is not what I wanted.

I wanted them to stay where they are.

Is there a better way around to make them stay. Yes I could have convert them to the Annotation, but what if you don't want to and let it alone ?

Anyone in here have a recommend a better way or ??

There is the Lock Labels option which freezes the label at their location and size...
