Features disappear when panning and zooming - display bug?

I'm trying to setup an arcgis pro project for water infrastructure and I'm running into some kind of display issue that is making the map unusable for me at this point. The issue is that when I am panning and/or zooming on the map, features will randomly disappear. It happens to points as well as line features though its most noticeable on line features where it will look something like this:

here all my water lines are not actually drawing even though the labels are correct.

So I scroll in slightly with the mouse wheel, and the lines pop in:

I have adjusted the settings on every display option possible, turned all scale range settings off, I updated my video card drivers, and tried having only a single layer in the map when I'm testing- still the problem remains. The only thing that seems to "work" is changing the symbology from unique values to single symbol, but this isn't really a viable solution as I need to be able to symbolize by field values.

Has anyone else encountered this issue and found a solution? Thanks.

clear your display cache to see if it's a caching error.  You can do this by pressing CTRL-F5 with the map view focused, OR from the option in PROJECT->options->Display Options.

Jeremy, thanks for the tip. Clearing the cache does seem to solve the display issue temporarily, but as soon as I pan away it comes back.

Here you can see that a main just cuts off and a meter does not display:

Please package up your map (Share tab ->Map package) and send it in to tech support so we can take a look.

also - are you using the latest release?  ArcGIS Pro 1.3 was just released.

I'm having a similar problem using 1.4.1. I first tried to import an .mxd and thought it was bringing over some display limits that were in the old map but when I bring in a new layer in a completely new map the gas service lines disappear when zoomed in beyond a certain extent. I have them drawn as a single symbol and I've turned every display that I know of to display at all levels. I'm not sure what to do. Any updates to this?

I packaged it and tested out the .mpkx by importing it into a new Arc Pro map and it draws at all extents. When I try to add the layer again straight from our geodatabase it still won't draw beyond a certain extent. Just a heads up before I send it.
