Exported map doesn't match what I see in Layout

I am exporting a map for use in sharing online. I've tried PDF, JPEG and BMP and they all have a different map look than when I look at it in layout.

This is what I am getting...

And this is how it looks in Layout. How can I fix this? Thanks!

OH! I may have just fixed it to fixing the layout map extent as fixed. Still would like advice if this isnt the only way to fix this.

that is the solution, since sometimes you want the layout to be fixed so you can go back to the data view and zoom around without having to redo the layout view.  You just have to remember you 'fixed' it.
