Esport layers to PDF and restrict layer selection

Hello,

a client wants to export a Layout in a Georef PDF with layers.

I managed to do so but we get a  pdf that allows people to switch on and off all the elements in the Document such as text and title, whereas the client wants to allow it only on layers.

Is there a known way both from ArcGIS PRO or PDF editors (Acrobat PRO, Nitro....) to disable that?
