Error when trying to add NHD - High Res to Pro Project (Portal account)

I am trying to open the "USA National Hydrography Dataset - High Resolution" feature layer in ArcGIS Pro, but I keep receiving an error message. I am logged into my organization portal account and I am running the latest version of pro.  What is strange to me is that when I am logged into my org's AGOL account I can open the layer, but when I am logged into our portal I get the error message shown below.
