I'm trying to label several features with call-out bubbles in ArcGIS Pro. I've converted the labels to annotation to allow me to place them independently to ensure they look good. However, when I move the bubble (using move in the edit toolbar), the leader line moves with it and no longer points to the feature. In ArcMap, I was able to move the anchor point for the leader line independently of the bubble. Is there any way to force the anchor point to stay when I move the annotation, or a way for me to move the anchor point on its own?

I, too, ran into this problem. I found a way to move the annotation without moving the leader line anchor point. I have not found a way to move the anchor point, however. In your map, select the Edit tab, then click on Modify. The Modify Features window pops up, and you can select a tool called Annotation. If you use this tool to select and move your annotation, the anchor point should stay with the feature. At least it did on mine. There still seem to be a few bugs with my annotation, though....
I have the same issue. If there is no way to manipulate the leader line then ArcGIS Pro is not a useful tool to produce maps.
I have this issue as well. I am currently experimenting with creating a static map in Arc Pro. I've been able to figure out how to do most everything that I would do in ArcMap. However when getting to the point of placing annotation I came across this. When editing the annotation, the leader appears to stay with the feature until you save the anno. Then it moves.
Also having the same issue, and annoyed because I"m thinking I have to recreate my entire map in ArcMap now to get to the final product I want.
So I tested both the Standard Labeling Engine as well as Maplex to convert to annotation and in both cases, I cannot move the leader line point as you've mentioned. If I had to guess, this functionality will be added in a future release. Hopefully at 2.1 scheduled for later this year.
