Cannot get labelling to work on Global or Local 3D

Hello,

I'm working with ArcGIS Pro 2.1.3. When trying to get labeling visible on my maps, it works only for the 2D conversion (attached image with labels on polygon districts), but not on the 3D, no matter if I choose Global or Local option. What is the trick to getting labels to appear on the 3D-projected map of my feature classes?

Swiping is also an issue where it works on 2D layers, but not 3D Global or Local, but I'm guessing it is related to the above issue.

You can only label features if they are included under the 3D Layers section of the Contents table.

I occasionally need to make a copy of my feature layer and place one under 2D Layers (for better rendering) and one under 3D Layers for labelling.
