Can't resize dialog box

This is so simple, it's driving me nuts.   I can NOT seem to resize this Privileges dialog box.

Hovering in the corners does nothing.  Even if I start a new project, it pops up like this every time.

Gotta be a simple solution...

FYI.   My changes didn't stick when going back to Pro later.  At the moment, I have to plan for this before opening Pro.

in ArcGIS Pro 3.4.0: ArcGIS Pro (Option) > User Interface > increase User interface scaling.

Restart ArcGIS Pro.

Also available in 3.3 - have not tested to see if this is a viable workaround to our issue.
