Can be set topology rules prior to creating a dataset in arcgis pro?

I am going to digiting the liner feature and wanted to set some topological rules like must not overlap, intersect, undershoot and overshoot etc. on the feature data set before starting the digitization.  Is it possible to set such rules before starting digitization?

The first step includes creating a geodatabase topology for the dataset containing the features participating in the topology. You can right-click the dataset in the Catalog pane, or use the geoprocessing toolset.
