Buffer Help

Question

I'm working with 2 different layers. I need to create a 4 mile buffer using one of the layers. I then need to select the locations that are within the buffer but outside of the second feature layer's boundaries. I've created the buffer already but can't seem to figure out the second part. Any help would be much appreciated.

Use a select by location to select features within your buffer. Then run another select by location (use remove from current selection) and select within your second feature class. That should leave you with features that are within your buffer but not within your second feature class.
