Are these circles attached to the vertices a setting?

I've never encountered them, and would like to learn about them in case they are causing a problem with a feature I'm having.

You're referring to the blue circles attached to blue lines? Those are handles for adjusting the curvature of the arc. They appear when one of the line segments on either side of the selected vertex is an arc as opposed to a simple line segment.

Thank you so much, I'd never had to draw an arc before I guess... also couldn't find a good search term to answer the question myself.
