I'm experiencing an issue with labels not showing up in the layout window. They do appear in the map window.
I've deduced from some troubleshooting that this stems from the rotation of the map within the layout window.
As a test I created a new map with the very basics- street center line and labels for that feature. Placed map window in layout window and labels appear. Once I open the navigator and rotate the map the labels disappear.
Has anyone else experienced this? Any solutions (please no annotated labeling)?

The source was the problem. I moved it into a gdb and all is working as it should.

Could you confirm the flavor of enterprise GDB you are using? Is it Oracle? What version of SDE, 10.7?

Can you clarify what you mean by "flavor" of enterprise gdb? Oracle - Yes. SDE - Currently 10.3.1.

When I used "flavor" I meant the type/version of the database/SDE. There are a number of configurations and this issue seems to be particular to Oracle and possibly pre-10.8 versions of SDE. We are still gathering information.
Have you logged an issue with Technical support?

We are using various types/ versions, but for that particular feature I was using the type/ version is SDO_GEOMETRY and Oracle 12c. I'm familiar with these aspects so I reached out to our IT team for this information.
I have not logged an issue with Technical Support.

Thanks for the info. One more questions. The Oracle-based layer that is Not displaying the labels in the Map Frame (layout view) - - is it projected on the fly? If it is do the labels draw when you set the map to use the same coordinate system as the layer?

In case youi do not know how to change to Coordinate System:
Specify a coordinate system—Properties of maps | ArcGIS Desktop
