ArcGIS Pro 3.0.1: What is the best practice to design the Parcel-Owners geodatabase?

In the screenshot below, there is a layer for the parcels and a table for the owners. The third table combines parcels with their owners. In this table, the parcel field needs to read from the parcel layer while the owner field should read from owner table.

How this can be implemented?

Sample data is attached

Join the original two tables by their related attribute and run a table to table to export only the fields you are interested in.

What’s given here is the Parcels table and Owners table.

In the real life, we need to create another table that accommodates parcels with their owners:

  • one parcel can be owned be many owners
  • one owner can owe many parcels

How this table can be structured according to the best practices?
