ArcGIS Pro 2.7 - Attempt to Publish to ArcGIS from Civil 3D fails

Question

I tried to Output a Pressure Pipe Network and "Publish to ArcGIS" from Civil 3D, it did not work.  It got to the panel that allowed me to select Civil 3D elements, and I selected the Pipe Networks category.  The ArcGIS login screen did not appear afterwards.  Is there an extra extension that I am required to own?  I have the full ArcGIS Pro package and have Desktop installed...

Any suggestions?

If you're licensed for the Data Interoperability extension, you can import the AutoDesk AutoCAD Civil 3D file into ArcGIS Pro fairly easily.
