Adding empty row to raster dataset? Keeping two raster symbology the same

The answer to this question might be very obvious.

I have two raster datasets I'd like to eventually compare. Both rasters use unique values from 1 to 10. For comparison purposes, I'd like each value to have the same color. However, one raster skips value 2. Therefore, when I add the symbology from blue to red, the colors are off by one. Is there any way I could add an empty value of 2 to the raster so that the colors are uniform between both rasters? It'd be nice to not manually change the colors for each value. Thanks.

Have tried the Apply Symbology From Layer tool?

After doing some digging, I found this page which seems to mean that tool does not work for my purpose. I imported symbology from a layer file while appears to work okay. Open to other suggestions though!

You can always copy the raster layer and modify the source property in the copy to point to the dataset you want to render the same way as the original. That said, I have been successful using this tool when the layers are the same type (ie raster to raster, line to line etc)
