Symbol layer effects: drag to reorder (or reorder at all)

Please give us some sort of way to reorder symbol layer effects.

I'd like a drag and drop of some sort (like the way you can reorder the symbol layers themselves), but I'd also settle for an arrow system

I'm asking for this because I discovered today that the order of things matters a lot. If you have an effect applied BEFORE a suppression, it will make the suppression get ignored. If you have the suppression earlier, the second effect works as intended. (I will be making a support case for this and updating if we get a bug out of it)

Anyway, fixing this error would be a lot easier if I could just reorder the effects instead of having to remove and reapply them in the right order.

This is now logged as ENH-000178115 : "Symbol layer effects only work if they are layered in a certain order, and the request is for the user to be able to easily reorder effects without having to delete them and re-do them in the correct order."
