Option to disable indexing for all ArcGIS Pro users in an organization (ArcGISIndexingServer)

In ArcGIS Pro, add the option for administrators to disable indexing (ArcGISIndexingServer) for all ArcGIS Pro users in an organization.

Reason: Reduce load on individual PCs and corporate file systems.
