When you symbolize data on categories, sometimes you symbolize a few unique values and assign the rest to <all other values>. In the TOC, this entry is always listed first in the layer. Other values can be reordered with arrow keys on the layer properties symbology tab, but not this one. For me, <all other values> is usually a collection of less important features in the view. Usually, I would rather see it at the bottom of the list than the top. Or sometimes, I want to rename its label from <all other values> to something else and then I might want to insert the renamed value alphabetically into the list of values. Anyway, I would like this flexibility to be available.

Came here with the same thing. I thought for sure this would be possible. 15 years later, almost 2026 it's still not possible. This is important because often we have a bunch of values we as users want to lump together and include in a legend in a web app but don't want the 'Other' to be at the bottom for various reasons. (Might also give it some other name; in my case, 'Uninspected' but I want it top of the legend for various reasons)
Secondly, I also want to do the exact same thing as Gelcys. I want to group All Other Values with one or two other categories. For various reasons.
Third, I wish we could SHOW all other values on the map but HIDE it on the Legend symbology optionally. Because again, various reasons. Currently, if it's not in the legend, the features won't be visible on the map in the web viewer. Basic stuff. We need the basics more than AI or 3D.
