Maintain Values in Production Z Management Toolbar

Add the ability to set a default Z value other than 0 in the Z Production Manager toolbar. My company frequently works on projects in which we edit data collected in 3D in a 2D environment. In order to ensure that any vertices that are modified or added to features during 2D editing, a default value that falls outside the possible realm of Z values is used on those vertices that were not collected in 3D using the Production Manager toolbar. The problem is that the value that is set is lost anytime that Arc crashes and it always reverts back to 0. It would be beneficial to be able to set the value in the Z Management section of the Production Properties so that values can be retained between different sessions of Arc.
