Limit Imagery/Bing basemaps Zoom-In by the user

Hello, as a suggestion,in ArcGIS.com viewer and ArcGIS Explorer Online basemaps, the user would have the ability to limit the zoom-in (max scales) when using the Imagery/Bing basemaps to avoid that frustaiting gray camera image indicating that there is not image at that scale.

Just would like to add some detail, but still may add my own issue. I have found there is a method to limit the ability to zoom in, however, only when the base layer is cached. Would be nice to control this limit regardless of the layer types.
