hatched symbology should always appear in legend swatches

When creating hatched polygon symbols, if the hatch pattern spacing is wide enough, you may not see much of it in a small legend swatch/patch, and sometimes you don't see any at all. Make the software smart enough to always get a hatch line (in each direction) into the legend swatches.

The other problem I'm having with hatched symbology in the legend patch is that it'll be visible in layout view, but when you export it, the location of the hatching in the patch changes or disappears completely.
