If there are no active joins or relates then the option to Remove Joins and Remove Relates should be greyed out and not selectable from the table of contents such as:

Right click on a layer -->Joins and Relates-->Remove Joins-->Remove All Joins
Proposed Behavior:
Right click on a layer -->Joins and Relates-->Remove Joins
