Working as expected Setup:
Dual address Range locator created by ArcGIS Desktop
Some road segments (representing divided, one way streets) have an address range set for the Right From and Right To and 0 set for the Left From and Left To.
When reverse geocoding locations on either side of those roads returns an address within the non-zero range.
Non-working Setup:

Same Roads feature class
When reverse geocoding locations on zero range side of those roads returns an address with 0 with the road name. Locations on the other side will return valid addresses.
