There is an Add-In that is both provided and maintained by developer Dan Lee at Esri Inc. called the Conflation QA Add-In. This Add-In provides tools and methods to review rubbersheet links that have been created with the Generate Rubbersheet Links geoprocessing tool. The Add-In allows to you investigate the links (i.e., identify and review links that are much longer than those around it, links that criss cross over each other, etc.), which in turn provides more confidence before applying the links with the Rubbersheet Features tool.
It would be great if the tools provided with this Add-In were available out of the box. We typically generate rubbersheet links for local governments, which results in several thousand links that need to be applied. There needs to be a formal QA process of these links so that we have confidence before using them to modify data. The tools provided with the Add-In are the best way to gain this confidence in the links.
