Allow Decimals and Negative Margins in Label Properties

In order to create a Balloon Callout which closer matches the Text being used it would be great if the Margins (Left, Right, Top and Bottom) could be finely adjusted by supporting both decimal points and negative values as is the case by the X and Y Offset parameters.

Shadow X/Y offsets are also limited to integers.  This is not helpful unless you're using huge text.  This is awful:
