I have a question about ArcGIS Pipeline Referencing. Do we need to buy the SERVER version ArcGIS Pro or ArcGIS to use APR and its EVENT EDITOR? This will really help us in before deciding to buy ArcGIS Pro Desktop or Server.

As you can see in the document below you can work APR for Desktop and for Server:
Minimum system requirements—Location Referencing for Server Installation Guide | ArcGIS Enterprise
If you would choose server you also have access to the event editor web application.
