We've been up & running with the Pro parcel fabric for a few months now and there are some persistent issues that are really starting to become a nuisance.
One of those just now is that the map frame fails to completely load the data visually even though features are loaded into the application - because they're labeled and selectable. Observe a sector of conveyance divisions and see that the lines have not drawn. However, their labels are still displayed:

When I click on the west boundary line of lot 187, it is indeed selected and loaded into the attributes window:

There is no active record and no definition query on anything, so I should have all the features shown to me. I've tried filling the map's feature cache and emptying it but it does not help. Refreshing the map sometimes helps, and other times I'm able to pan/zoom around a bit and eventually I get all of the features, but I'd really like to know what I should be looking for in the software stack for insight into why this is happening.
This issue has happened on other layers in the service as well (tax, topology, record polygons, etc.). Editors are on Pro 3.5.3 and the feature service is Enterprise 11.3 with all current patches applied.
What is the Maximum Number of Records Returned by Server set to for the Parcel Fabric service?
Max records returned is currently set to 2000. I don't suspect that's an issue, as it appears to be a rendering problem - see how only half the line is drawn in the circled areas:
If the missing feature eventually draw, it might be a caching issue. Have you tried clearing layer cache on affected layers? You might also try "Don't cache any data locally".
It also would be good to check if your graphics card meets the minimum requirements for ArcGIS Pro 3.5.

Thanks for the assistance, but it is not graphic card issue and they do NOT draw after a time.
Requires a close and reopen to get everything realigned.

I think I’m experiencing the same thing. I tried to figure out what was triggering it. I believe I ruled doing a bunch of edits (over 30), and a particular edit tool. It seems to start happening after I switch between versions. “Might” be associated with switching versions or reconcile/posting versions.
One time, I was fine until I reviewed another editor’s version and reconciled/posted it. I went back to my version and started doing edits and the issue started, random parts of layers stop drawing.
Another, I was fine until I reconciled/posted my version. I switched to default to make sure edits posted correctly, then I switched back to my version and started doing edits and the issue started.
As the map refreshes from running the error inspector, the map might draw correctly, but after the next or the one after that, some of the layers stop drawing/showing up in the map (i.e. RightOfWay, TaxParcels, SimConDivision, etc). Different layers, not always the same. I don’t believe it has ever been all of them, just one or two.
At that point, I closed Pro and reopen it and start again. Does that sound like what you experience?
Just wondering if you ended up getting tech support to try to debug it? Or just doing the close and reopen like I’ve been doing? I will start a service ticket to resolve it, if you haven't yet.

My org saw many issues when switching between versions when editing an area in the testing environment, so we highly discourage switching versions in production until the area is reconciled and posted to reduce downtime and duplication of work if an area appears to be corrupted.

Have you looked in the Server Manager logs at the Parcel Fabric service to see if any warnings/errors are being thrown there when this occurs (This has been semi-useful at my org to coordinate when an issue has occurred)?
