Create parcel fabric records—ArcGIS Pro | Documentation

which notes

Every parcel in the parcel fabric must have an associated record. When validating the parcel fabric, parcel features with no associated record will result in Must Have A Record errors.

which links to methods on how to validate and fix errors

Validate the parcel fabric and fix errors—ArcGIS Pro | Documentation

Fix the Must Have A Record error

Parcel features (points, lines, and polygons) should have an associated parcel record.

Anything in your process that seems off?

Thanks Dan. Right, I need to assign the new added parcels to a record either with the command “assign to active record” within the topology window or with the “assign selection to record” command in the “manage record” pane.

Hi Jamal NUMAN‌,

As you may have figured out, when fixing features with "Must Have A Record" errors, you need to make sure that you have a record that is currently active if you wish to fix it by the "Assign To Active Record" option, otherwise it will be greyed out. You can, however, fix them by assigning the selected parcels to a record through the Manage Records pane (even if there is no active record at the time).

Cheers,

Irvan
