When I created an online map for public use, the data layer (only one present) does not show up for users outside the building. Anyone have ideas as to why?

What type of layer is it? For example, is it an ArcGIS Online Hosted Feature Service, ArcGIS Server service?
Is this layer shared with 'Everyone'?
If you do not have a public facing Webb App on your server, you have to have AGOL host your data. Otherwise, only people on your network will see the data.
