Webmap - Web experience app - Underlay a PDF or JPEG

I created a Web experience app in 2024 and just keep it updated. Now the departments would like an underlay of the project to see how it looks in the parcel master rather than just clicking on a link.  Can I add a pdf or jpeg to my online map, and have it display in this app for others to, see?

This is a great community, and I forget to use it but now, it seems like the way to get solutions.  Thanks for any advice.

Yes, you can georeference the image (I usually used TIFF when I was doing this for construction plans) in ArcGIS Pro and then publish as a hosted tile layer

Basemap not TIFF for Sunrise Trails.jpgThat didn't work.  It wants the layer to be a basemap
