Use in ArcGIS Collector checkbox missing

I just saved a web map in Map Viewer.  Currently a very simple foundation that will be fleshed out with more layers.  It's intended for a Collector app.  BUT there is no checkbox for "User in ArcGIS Collector"?  

Any idea what is happening?  The only difference in protocol from previous Collector app building is that I exported the editable features as a Feature Layer from Pro 3.0.2, NOT as a Webmap with the feature layers contained.  Then I created the webmap on AGOL.

Not stat padding, but I found the "solution" - after enabling editing of feature layer, one must open and resave webmap:

Eeeh, contradictory bullet points in the Cause Section: "This is expected behavior. Refer to BUG..."  So it's a Bug, but it's expected.  Got it.  Makes me wonder why "Use in ArcGIS Field Maps" is still available?  Apparently FieldMaps does NOT require an editable layer.
