Unable to add layer to ArcGIS online

I added a layer to My Content. But when I wanted to add this layer to map online, it can not find that layer. Can anyone help me?

So it means that unless I put my maps on a server or publish it online, I won't be able to add it to ArcGIS Online, correct?Thanks very much!
